PROBLEM TO BE SOLVED: To provide a write once type optical information recording medium it manufacturing method, recording/reproducing method, and recording/ reproducing device providing a favorable recording/reproducing characteristic with high C/N ratio using a violet laser beam. SOLUTION: In this optical information recording medium, an information layer 21 is provided on a transparent substrate, the information layer 21 is composed of a recording layer 3 and a dielectric layer 2, the recording layer 3 contains Te, O, and M (wherein M is one or more elements selected from Al, Si, Ti, V, Cr, Mn, Fe, Co, Ni, Cu, Zn, Ga, Ge, Zr, Nb, Mo, Ru, Rh, Pd, Ag, In, Sn, Sb, Hf, Ta, W, Re, Os, Ir, Pt, Au, and Bi), a content rate of O atoms in the recording layer is 25-60 atomic %, a content rate of M atoms is 1-35 atomic %, and a refractive index n of the dielectric layer 2 is >=1.5. |
