PROBLEM TO BE SOLVED: To provide a communications services offering method and device which enables to preferentially allocate communications network resources to superior customers with high points, and to enclose the customers. SOLUTION: This invention is characterized by having a communications services usability identification step which identifies usability of communications services by the customers, a communications priority level setting step which sets communications priority level to the special customers with high points in accordance with the customers' communications services usability identified by the communications services usability identification step, and a preferential processing step which preferentially allocates communications network resources to a call with higher communications priority than a call with lower communications priority set by the communications priority level setting step.
