PROBLEM TO BE SOLVED: To provide no constraints to design procedures in an engineering tool for control apparatus to develop control program operating at a control apparatus of a plant. SOLUTION: In a measuring control system, input-output data is inputted from an input-output defining function 30 (STEP10), in other hand, creation and inputting of control logic are performed with a control logic creating function regardless of the presence or absence of the input-output data (STEP11), tag conversion processing of a tag conversion function 37 is performed, and a tag of the input-output data is linked with a tag (a control symbol) registered in the control logic (STEP12). Then, the input-output data is converted into a machine language that can be recognized by the control apparatus with a compile function 32 (STEP13). After that, the compiled data is written into the apparatus with a control logic download function (STEP14).
