<p>PROBLEM TO BE SOLVED: To provide a road monitoring system capable of automating speeding detection and penalty collection and to provide its method. SOLUTION: A speeding detection sensor 8 installed on a road measures the speed of a traveling vehicle 1, a measured speed is transmitted together with the identification number of the sensor 3 to a processer 6 through a communication line 5 when the speed of the vehicle 1 surpasses or falls below speed limit set preliminarily in the road, a penalty amount set preliminarily in accordance with the speed that surpasses or falls below the speed limit is received from the processor 6, and a corresponding amount is subtracted from a prepaid card inserted into an on-vehicle device 2 by instructing the on-vehicle device 2 of the vehicle 1 to pay the penalty by a radio signal.</p> |
