PROBLEM TO BE SOLVED: To provide a monitoring device for recording video signals in which image data are compressed in a temporary storage with less memory capacity, and the varied region of the data, after highly efficiently compressed, is stored in a recording medium. SOLUTION: The image data from two or more shooting means, CA1 to CAn, is stored in a buffer 3 which deals with at least one image data capacity as a unit. After the image data is compared with those coming before or after to detect the varied region between them, it is compressed by a highly efficient encoding method to be stored in a recording medium 14.
