PROBLEM TO BE SOLVED: To enable to rise a temperature to the temperature defined beforehand from a standby state for a short time by making a heat capacity small, and an warm-up time short. SOLUTION: An electric conduction layer 13 is put between a core body 11 through an elastic layer 12 and fixed by a fixing means 15, in near both ends of an axes line direction of a heating roller 2, which contains the core body 11, the elastic layer 12 prepared on the perimeter face of the core body 11, and the electric conduction layer 13 arranged at the perimeter of the elastic layer 12.
