PROBLEM TO BE SOLVED: To enable to decide the center of a surge absorbing element with a high precision so as to improve a surge lifetime and a surge tolerable dose. SOLUTION: This is a manufacturing method of a surge absorber equipped with the surge absorbing element 13 consisting of an insulating member 11 on which an electroconductive film 10 is dividedly formed and a pair of cap electrodes 12, a pair of sealing electrodes 14 that are opposingly arranged on the end parts of the pair of cap electrodes, and a glass tube 15 where the surge absorbing element is encapsulated inside. Here, this has an inserting process wherein one of the sealing electrodes, the glass tube, the surge absorbing element, and the other side of the sealing electrodes are in this sequence inserted into a hole part 21a formed in a jig 21 for manufacturing, and has a welding process wherein after substitution to inert gas is made in the hole part, the sealing electrodes and the glass tube in the hole part are made to be welded, and an electroconductive circular member 16 with a smaller diameter than an inner diameter of the glass tube into which the surge absorbing element capable of being fitted or penetrated is inserted into the hole part between the insertion of the one side of the sealing electrode and the insertion of the surge absorbing element.
