PROBLEM TO BE SOLVED: To provide a device for applying fluorescent liquid, which prevents the fluorescent liquid from being applied to the outside surface of a glass tube as a portion in no need of the application, when the fluorescent liquid is applied to the inside surface of the fine diameter glass tube 5 mm or less in internal diameter, and a method for applying the fluorescent liquid. SOLUTION: A driving mechanism, which has an air cylinder 4 and a movable shaft 5 mounted on the air cylinder, pulls up an applying plate 3 dipped in the fluorescent liquid out of the fluorescent liquid, and contacts an end of the glass tube with the fluorescent liquid drawn on the applying plate, so that the fluorescent liquid is applied to the inside surface of the glass tube by the surface tension of the liquid.
