PROBLEM TO BE SOLVED: To provide a sampling bias evaluating/decreasing device capable of providing the exact analyzed result by evaluating and decreasing a sampling bias in statistical analysis. SOLUTION: When creating data having the sampling bias based on simulation, required parameters are fetched as input data, two small groups are prepared according to the parameters and these groups are mixed as sample data. The small groups and the mixed group prepared like this are analyzed on the basis of a statistical method. Further, plural new small groups (clusters) are generated by preparing the distance matrix of the mixed group, and the statistical analysis of each of respective clusters is performed. The presence of the sampling bias is made clear by this statistical analysis of the cluster. When performing the analysis while using experimentation data, data analysis and clustering are performed while skipping generating processing of group sample data.
