PROBLEM TO BE SOLVED: To provide a very small positioning actuator for a head element, capable of increasing a mechanical resonance frequency, greatly improving shock resistance, and securing sufficient stroke, an HGA equipped with this actuator, a disk device equipped with the HGA, a manufacturing method of the actuator, and a manufacturing method of the HGA. SOLUTION: This actuator is secured to a head slider having at least one head element, and a support mechanism to perform very small positioning for the head element. The actuator is provided with a pair of movable arms made of metal plates to be displaced in a direction for intersecting a plate plane based on a driving signal, and a head slider installed between these movable arms.
