PROBLEM TO BE SOLVED: To provide a system that can inform clients about a state of a server depending on a congestion state in the case of large-scale stream distribution so as to prevent occurrence of too excessive requests by the re-requests of the clients thereby efficiently applying distribution request processing to the clients. SOLUTION: A reception section 103 receives packets from clients via a channel 101, writes the packets to a common memory 104, a protocol processing section 109 analyzes the packets to identify that the packets include a stream setting request protocol, a comparison section 111 compares number of stream connections during distribution at present counted by a count section 110 with a threshold value set by a setting section 112, the protocol processing section 109 reads information for notice of a congestion state from a contents storage section 108 and a transmission section 102 transmits the information to the clients.
