PROBLEM TO BE SOLVED: To provide a band controller that can surely or approximately assign a band requested by respective existing classes to the respective existing classes even when the number of controllable link classes in a router is less than the number of the existing classes and to provide a band control network used for the band controller. SOLUTION: This band controller is characterized in the provision of a means that assigns a band to a link class by intermingling existing classes to some of link classes when the number of actually existing classes is more than the number of the link classes and changes combinations of the existing classes intermingled in each link and provides the band control network that uses the band controller.
