SOLUTION: When a recorded electronic watermark is detected with a recorded electronic watermark detector 260, the recorded electronic watermark detector 260 informs an electronic watermark control part 270 that a recorded electronic watermark is detected and the electronic watermark control part 270 decides that inputted image data have already been copied once and that copying is inhibited.
