PROBLEM TO BE SOLVED: To attain a placement of symbols to addresses on a target system specified at every symbol by a user, to attain an prevention of a runaway of the system even if address solutions of all symbols are not completed at performing of the system at user's risk, and to attain a simple debugging without using a special device such as an ICE and without tailoring codes of a re-locatable object file itself that is a debugging target. SOLUTION: In an apparatus of program loading, a program loader decides placement addresses of each symbol by load address information of each symbol of a re-locatable object file 138 transferred to a RAM from a host system 101, a hook processing inter-symbol is performed similarly by hook information, furthermore, and also fine symbol placements to a target system 102 at every symbol and debugging efficiency are improved because the program loader has a creating function of default symbols.
