PROBLEM TO BE SOLVED: To provide an electrode for a fuel cell for achieving good generating efficiency by securing abundant three-phase interfaces in relatively easy construction while keeping cost down, and the fuel cell using the same. SOLUTION: A catalyst layer 221 is formed of ion exchange resin particles 221a and a Pt/C221b consisting of platinum particles 2212 and porous carbon particles 2211 having a specific surface area of 300 m2/g or larger and being hydrophilic with electrolytic treatment.
