PROBLEM TO BE SOLVED: To provide a recording/reproducing device capable of performing a catch-up reproducing at a low-multiplied speed using an MPEG2 stream, without a loss in the picture quality, and of reducing the cost. SOLUTION: When recording a TS packet on HDD, this device adds its arrival time which was counted by an input counter. Upon reproducing the TS packet from the HDD, it extracts the arrival time and compares it with the output time, and it outputs the reproduced TS packet from the recording medium when the arrival time becomes corresponding to the output time. A variable speed counter changes the time axis of the output counter such that the time axis of reading the TS packet from the HDD can be made slightly different from the time axis of recording the TS packet on HDD. This enables a minute variable speed reproducing which enables the catch-up reproducing.
