<p>PROBLEM TO BE SOLVED: To solve the problem of the kinds of character data having to be prepared according to different special effects in the conventional image compressing systems. SOLUTION: A frame detector 11 detects a frame part from quaternary character data which are inputted from a quantizer 10 and generates frame information. A representative changer 12 changes the pixel of an intermediate pixel code '11' into a pixel code '10' and the representative value of an intermediate pixel code '10' into the average value of the representative values of intermediate pixel codes '10' and '11'. The mixing rate is also changed in the same way. A frame generator 13 changes the pixel code of character data, based on frame information. A frame is obtained in the circumference of the character of character data by the processing. Character data, to which the frame is added by the frame generator 13, are encoded by well-known run-length through the use of a run-length encoder 5 and are outputted to an output terminal 6 as bit stream data.</p> |
