PROBLEM TO BE SOLVED: To reduce the hardware seale without preparing an MPEG encoder when digitally transmitting a composited image of a main video and a sub video by compressing it according to the MPEG format. SOLUTION: In a transmitting apparatus of compressed video information, when re-encoding by superposing a main image produced by a DVD and the like on a sub image, compression parameters of the original main image are used just as they are to superimpose sub image data only macro blocks in an intra-mode. Thus, the hardware scale can be reduced and deterioration of image quality can be reduced.
