PROBLEM TO BE SOLVED: To provide a card issuing service system which is customer-friendly and can deliver an original card in a short time. SOLUTION: The card issuing service system which creates an original card according to data on materials submitted by a customer includes a card data creating system 2 which creates card data and a plurality of card delivering systems 3 which deliver a card to a customer. The card data creating system 2 is provided with a terminal server 20 which receives information on an order of the card and data of materials from a customer via the network, a card data creating device 22 which creates card data according to the data of materials and a data transmitting server 24 which transmits the card data to a predetermined card delivering system 3 according to the information on the order. The card delivering systems 3 comprise a data receiving server 30 which receives card data and a printer 31 which prints cards.
