PROBLEM TO BE SOLVED: To provide an operating system having efficient mechanism to exchange languages of a user interface. SOLUTION: In the multilingual user interface for operating system, a resource handler accepts resource requests from an application module. The requests specify the module to acquire a resource requested from the module. But the resource is not acquired from the specified module, the handler applies the requested resource from related resource module. Relations between operable modules 401-404 and resource modules 411-416 of different languages are determined. At that time, different directories are used as options to the modules 411-416.
