PROBLEM TO BE SOLVED: To realize a payment of an appropriate fee reflecting a service content and a method for utilizing the service by a user of the service and to realize an appropriate accounting reflecting a load required for a service delivery by a service provider. SOLUTION: A service management part 10 monitors a delivery time, an amount of delivery data and a band of a network regarding a service delivered from a service provider 21 to a user 20 through a network 2 and collects an account standard data becoming a standard at the time of accounting from this monitoring data. An accounting part 13 selects respective account standard data according to a predetermined rule and carries out an accounting based on the selected account standard data. A request fee selection part 16 selects a plurality of processing result data accounted according to a predetermined rule and determines them as a request data to the user.
