PROBLEM TO BE SOLVED: To provide a charging system for a packet communication by which a sender or a data provider can recongnize charges depending on a communication purpose and a charging destination can be changed by performing a previous registeration or by using an encryption technology such as a code. SOLUTION: In the charging system by which charges are billed depending on a communication data quantity required for packet communication according to a charging contract with a communication provider 2, the communication provider 2 is provided with a mail server 5 that stores mail from a sender 1 and a charge calculation center 4 that calculates the amount of utility charge required for the packet communication. When a reception destination 3 is going to receive the mail stored in the mail server 5, the communication provider 2 discriminates whether or not the sender 1 makes a sender charging contract with the provider 2. When the provider 2 discriminates that the sender 1 makes the sender charging contract with the provider 2, the charge calculation center 4 changes the charging destination to the sender 1 with a report of the communication data quantity given to the charge calculation center 4. When the discrimination indicates absence of the contract, the center 4 imposes the charging onto the reception section 3.
