PROBLEM TO BE SOLVED: To provide a data processing apparatus that imbeds attached information to image data without increasing a data quantity of coded data resulting form encoding the image data and accurately decodes the image data and the attached information from the data to which the attached information is imbedded. SOLUTION: An imbedding compression encoder 11 encodes image data according to a prescribed encoding rule and destroying the encoding rule on the basis of the attached information can imbed the attached information to the data. A decoder 12 decodes the imbedded encoded data resulting from imbedding the attached information to the encoded data into encoded data encoded according to the encoding rule so as to decode the attached information and decodes the encoded data into the image data.
