PROBLEM TO BE SOLVED: To detect automatically the position of the head of a electronic circuit component on a carrier tape. SOLUTION: While a TAB tape 1 is fed from a feed reel 10 and rolled up by a take-up reel 11, a guide sprocket 12 and a feed sprocket are arranged on the way, and the TAB tape 1 is driven horizontally between these sprockets. A sensor 14 and a press cutting machine 15 are arranged on this horizontal running route. An encoder 17 is loaded on an output axis 16a of a drive motor 16 driving the feed sprocket 13 rotatingly, so as to detect the rotation angle of the feed sprocket 13. After an IC chip 4 has been detected by the sensor 14, once a TAB 8 on the TAB tape 1 is transferred to the position of the punching machine 15 by a signal from the encoder 17, the first cutting is carried out by the punching machine 15.
