A ship sailing control device (16) having a propelling device (15) capable of controlling the propelling force comprises a propelling force control unit (17) for controlling the propelling force on the basis of predetermined input information. This propelling force control unit (17) includes a target propelling force computing module (18) for determining a target propelling force on the basis of the predetermined input information including at least the speed of the ship and a control input computing module (19) for determining a control input of the propelling device (15) on the basis of the predetermined input information so as to generate the target propelling force determined by the target propelling force computing module (18).
