SOLUTION: The transmission timing of jamming radio waves is controlled as if the false target were approaching to the target radar at a speed VF to effectively deceive the target radar. Received radar pulses are stored in a reception waveform storage means 6, and jamming radio waves are transmitted after a lapse of a predetermined transmission delay timeΔt by a transmission timing control means 7. At this time, by reducing the transmission delay timeΔt by 2VF/C in a unit of time, the arrival time of the jamming transmission pulses at the target radar is gradually shortened, and it is possible to simulate the target radar as if the false target were approaching to the target radar at the speed VF.
