PROBLEM TO BE SOLVED: To provide a luminescent material having a consistent and stronger light emission intensity in the range from near ultraviolet to infrared at a room temperature, and provide a light source apparatus using the material. SOLUTION: A luminescent material with a stronger light emission intensity can stably be manufactured by replacing a part of the element at A or B location of an ABO3 compound with another element A' or B'. The light emission spectrum, light emission intensity and light emission life can be controlled by the kind and/or density of A' or B'. The light source makes it possible for the material to acquire an optical gain by strongly exciting a part of the compound thus obtained with a pulse UV light source. The substitution rate of the elements is preferably <=10%, more preferably 0.0001-2%.
