PROBLEM TO BE SOLVED: To perform stable splicing and to avoid an effect of the splicing to a back stage apparatus in splicing, in the splicing device and the splicing method. SOLUTION: This splicing device comprises a pressing roll 15 for pressing a web 1 fed out of an old web roll 1C onto a new web roll 1B to join the old web roll 1C to the new web roll 1B, a web cutting means 16 for cutting the web 1 fed out of the old web roll 1C on the upstream side of the joining part in the web conveying direction, and a guide roll 31 for bringing the web 1 fed out of the old web roll 1C close to the web cutting means 16.
