<p>PROBLEM TO BE SOLVED: To provide a guide vane opening controller for a hydraulic power plant causing no racing phenomena, having stable frequency and rotational frequency, and having favorable stability of a hydraulic turbine in any static head even if a hydraulic power generator is cut off from a system by an accident or the like. SOLUTION: An opening of a guide vane provided in a conduit flowing into the hydraulic turbine 1 and controlling a water volume is controlled by a guide vane opening control part 5. A gain changing part 3 is provided controlling the opening by a comparatively high gain when a gain of the guide vane opening control part 5 is parallel and controlling the opening by a comparatively low gain when the gain of the guide vane opening control part 5 is parallel off. The opening of the guide vane is controlled by determining the change to the low gain during parallel off by a parallel off determining threshold corresponding to a static head value determined from upper and lower dam water levels and changing the gain to the low gain by the parallel off determining threshold.</p> |
