PROBLEM TO BE SOLVED: To efficiently manufacture a packaging bag of which the corner part is obliquely cut. SOLUTION: A wedge-shaped incision 1e is formed at an edge part of a film 1 which is folded in a flat shape and of which the open end part is heat- sealed. The part where the incision 1e is formed is the part where the folded film 1 is heat-sealed in the width direction and becomes a boundary part for each packaging bag. Among the boundary parts, the area including a vertex 1f of the incision 1e (the area between two one-point chain lines) is cut over the whole width of the film 1 by two cutters mounted spacing apart in the longitudinal direction of the film 1.
