PROBLEM TO BE SOLVED: To always obtain a satisfactory image by preventing biasing of toner in a toner container using a simple constitution, dispensing with load on users. SOLUTION: The remaining toner quantity near a developing roller 310 is detected by detecting an electrostatic capacity between the developing roller 310 and by an antenna 301 obtained by a bias applied on the developing roller 310 by a developing bias circuit 304 by a toner remaining quantity detection circuit 302. The remaining toner quantity in the toner container 300 is likewise successively detected by detecting an electrostatic capacity between a pair of electrodes 305 by a toner remaining quantity successive detection circuit 307. In the case of detecting that the toner does not remain near the developing roller 310 but successively remains in the toner container 300, it is determined that there is bias of the toner, then a stirring bar 308 is actuated so as to make and eliminate the biased toner. |
