PROBLEM TO BE SOLVED: To hold as many bags with spout as possible, reduce the number of times of works for supplementing the bags, and heighten an efficiency of the supplementing works. SOLUTION: A loading of a bag 11 on a transporting rail 61 is made by bringing one end of a bag loading apparatus into contact with one end of the transporting rail 61 and pushing the bag 11 to the transporting rail 61. The bag loading apparatus is capable of attaching and detaching a spout part 15 of the bag at one end of the bag 11 and supporting plural bags 11 in a way that they can move axially. A bag 11 running on an endless rail is transferred from the transporting rail 61 to a receiving device at a bag picking-up position by a delivering device 71. The bag 11 received by the receiving device is transferred to a bag holding member of a packing machine in turns by a transferring device.
