PROBLEM TO BE SOLVED: To provide an inexpensive fuel injection valve with high freedom and satisfactory ignitability conformable to various internal combustion engines differed in injection quantity and atomization form so that the combustion stable range can be extended, and the emission quantity of the unburned gas in combustion can be reduced. SOLUTION: In this fuel injection valve, a first plate 14 having a fuel nozzle hole 16 located on the downstream side of a valve seat surface 12 to control the injection quantity of the passing fuel opened in the plate thickness direction and a second plate 16 having an atomization form control hole 17 for controlling the atomization form of the fuel injected from the fuel nozzle hole 16 opened in the plate thickness direction are arranged one over another.
