PROBLEM TO BE SOLVED: To provide a cosmetic excellent in persistency, feeling to the skin and usability, free from peeling off by water and sweat. SOLUTION: This cosmetic is obtained by formulating (A) 5-70 wt.% of a silicone oil, (B) 0.01-20 wt.% of a polyether modified silicone, (C) 1-40 wt.% of inorganic powder, (D) 0.01-20.0 wt.% of an oil component, (E) 0.001-5 wt.% of a component having a cationic group.
