PROBLEM TO BE SOLVED: To inexpensively produce a packaging a long sheet roll such as a wrap sheet for food packaged by a packaging belt. SOLUTION: A warp sheet is wound around a roll 13, the bottom end of a packaging paper P is fitted to the extended part R' of the sheet from the roll 13, and the top end of the paper P is applied with a glue N from a nozzle. By winding the roll 13, the paper P is brought to the part R' of the sheet to be wound around the roll 13. When the paper P is wound around the roll 13, the end of the paper P where the glue N is attached faces the packaging paper to be adhered to the opposed face. By this, the roll 13 is completely surrounded by the paper P to become a package.
