PROBLEM TO BE SOLVED: To provide a bag paper for packaging work having a superior hot-tack characteristic, not showing any seal leakage, having a heat-resistant characteristic keeping a heat sealing strength even under usage of hot temperature water such as boiling or the like and further having a superior bag manufacturing workability. SOLUTION: There is provided a complex-layer bag paper 1 for packaging work which can be heat sealed and which is comprised of a front surface layer 2 having natural fibers as its major ingredient, and a rear surface layer 3 having at least more than two kinds of synthetic fibers with a heat-sealing characteristic. Its blending ingredients are adjusted in such a way that a solidification calorie of the rear surface layer 3 for at least more than two kinds of synthetic fibers with a heat-sealing characteristic is in a range of 30 mJ/mg to 90 mJ/mg.
