PROBLEM TO BE SOLVED: To provide titanium dioxide for coating, wherein a coating layer does not discolor according to a change of light or heat with time, and a white color is kept for a long term, and to provide a coating liquid using the same, and a coating pellet and granule. SOLUTION: A titanium dioxide powder having an average particle diameter of 0.20μm is stirred while heating at about 300-350 deg.C, and the powder is sprayed with a mixed aqueous liquid of a sodium phosphate salt and a potassium phosphate salt to be surface treated. A concentration of a phosphate in the mixed aqueous liquid of phosphates is below 5-10 wt.%, and above 0.05-1.0 Wt.% to titanium dioxide. The coating liquid is produced by mixing the surface-treated titanium dioxide, as a whitening agent, with a white sugar (or cellulose) and water. The coating pellet and granule are obtained by coating the surface of the pellet and granule with the coating liquid.
