PROBLEM TO BE SOLVED: To prepare skin cosmetic having excellent skin bleaching effect, free from stickiness and giving moist feeling and slipperiness to the skin. SOLUTION: This skin cosmetic is produced by formulating an extract of a plant of the family Compositae, an extract of a plant of the family Rosaceae, a polyhydric alcohol and polar water. The polar water means that the 1H-NMR peak of the water added with heavy water to a concentration of 10 wt.% and measured at a measuring frequency of 400 MHz, a resolution of±0.01 MHz and a measuring temperature of 22 deg.C is shifted to a high-magnetic field side by >=0.5 Hz compared with the 1H-NMR peak of water obtained by the magnetization of pure water and measured under the same condition.
