PROBLEM TO BE SOLVED: To properly control an idling speed of an engine in response to a loading circumstance in an air conditioner. SOLUTION: A controlled variable of an ISC valve is calculated based on a fundamental amount, a feedback correction amount, an air conditioner load correction amount, an electric load correction amount, a D-range load correction amount, and a learnt value. Whether the learnt value storage-updated under an air-conditioner operation condition is set to a minus side or not is determined in engine start, and the learnt value is reset to zero when it is determined that the learnt value is set in the minus side.
