PROBLEM TO BE SOLVED: To stably and precisely measure a grounding resistance without any influence of an environmental factor such as a ground condition in a grounding resistance measurement time. SOLUTION: High frequency signals generated from a signal generation source are sequentially outputted to a measurement line via three kinds of inductances so as to be injected into the ground sequentially. In this case, while the frequency of the high frequency signal is varied, the voltage between a first connection terminal for connecting the measurement line and a second connection terminal for connecting a measured grounding electrode is measured for every three kinds of inductances, and on the basis of the measured voltage, a resonance frequency is found. Using the obtained three kinds of resonance frequencies, a grounding resistance of the measured grounding electrode is found. In this way, a calculation factor affected by the environmental factor such as a ground condition can be eliminated, and the grounding resistance can be measured stably and precisely.
