PROBLEM TO BE SOLVED: To provide an electromagnetic flowmeter which can get a stable measured value and whose accuracy is improved. SOLUTION: This invention is related to the electromagnetic flowmeter which has exciting coil and electrode in its measurement pipe. The electromagnetic flowmeter features to have first and second exciting coil located around said measurement pipe, two capacitive electrodes around said measurement pipe crossing at right angle with said first and second exciting coil, third and fourth exciting coil located around said measurement pipe crossing at right angle with said first and second exciting coil, two underwater electrodes located around said measurement pipe crossing at right angle with said third and fourth exciting coil, and an operation circuit to operate measured value of said underwater electrode and said capacitive electrode.
