PROBLEM TO BE SOLVED: To provide a method for producing ferritic stainless steel having excellent toughness by which the material having excellent toughness can be obtained without increasing the production cost. SOLUTION: In this method for producing ferritic stainless steel having excellent toughness, steel having a ferrite single phase structure containing, by mass, <=0.1% C and 5.0 to 25.0% Cr is heated at a heating temperature in the range of 750 to 1,000 deg.C, is hot-rolled while the rolling finishing temperature is controlled to 700 to 900 deg.C, is cold-worked at a reduction of area of 5 to 25% and is thereafter heat-treated in the temperature range of 650 to 900 deg.C.
