PROBLEM TO BE SOLVED: To provide a water dispersing polyurethane composition having a high dispersion stability in which a hydrolyzable silyl group and/or its hydrolyzed silyl group is introduced into a polyurethane molecule. SOLUTION: The water dispersing polyurethane composition comprises a polyol, a polyisocyanate, a polyamine compound having two primary amino groups at its terminals, and a polyurethane compound having a silyl group at its terminal which is derived from an epoxy-silane derivative having one epoxy group in a molecule and a hydrolyzable silyl group and/or its hydrolyzed silyl group at its terminal represented by general formula (I) (wherein R refers to a 1-8C alkyl group; X refers to a hydrogen atom or a 1-4C alkyl group; and n refers to 1, 2 or 3).
