PURPOSE: A micom charging apparatus and a method are provided to charge the battery by lowering the charging termination temperature of the battery during constant period in case of fully discharging battery. CONSTITUTION: A micom charging apparatus comprises a charging battery(30) including a temperature sensor, a charging unit(20), a charging power supply(10), and a charging controller(40). The charging unit(20) supplies the charging battery with the charging current, and outputs the charging voltage by calculating the charging current of the charging battery. The charging power supply(10) rectifies a high AC voltage to a DC voltage for charging so as to supply the charging unit with the DC voltage. The charging controller(40) controls so that the charging unit(20) supplies the charging battery(30) with the charging current, and cuts off the charging current on full charging based on the temperature information provided from the temperature sensor of the charging battery and the charging voltage of the charging unit.
