PROBLEM TO BE SOLVED: To provide a map information editing device for creating map information corresponding to a navigation system mounting an inside storage device and contriving miniaturization, and to provide the navigation system and a portable information terminal incorporating the navigation system. SOLUTION: An outside computer (map information editing device) for editing the map information corresponding to the navigation system 1 provided with a rewritable inside storage device is provided with a storage device 46 which is divided into a plurality of classifications, in which the classified data include a plurality of kinds of lower order data and the map information in which the lower data are made hierarchy in response to the priority order is stored, and CPU 41 for outputting to extract the map information of the story of depth in response to the allowable storage capacity of the inside storage device from the map information.
