PURPOSE: An CTAG(Correlation Tag) management system and method in an EMS(Element Management System) is provided to manage CTAGs in accordance with the characteristics of an access network, to execute CTAG management for each network element, and to manage operation of CTAGs incoming from many EMS clients. CONSTITUTION: An CTAG management system and method in an EMS consists of clients(100), a server(200), and NEs(Network Elements)(300). The server(200) is composed of the first CTAG(210), a CTAG manager(220), the second CTAG(230), an NE list(241), and a CTAG table(242). The first CTAG(210) is used to classify the received operation when an operation request is received from a client(100). The CTAG manager(220) generates a CTAG for a new NE and carries out an operation allocated to the generated CTAG. The second CTAG(230), as a new CTAG granted from the CTAG manager(220), has a unique number. The NE list(241) is composed of an array having pointers for the CTAG table(242). The CTAG table(242) stores data for CTAGs, client IDs and NE IDs by NEs. Each NE(300) receives a command from the server(200) or sends a command to the server(200).
