PROBLEM TO BE SOLVED: To improve the versatility of a support member for supporting an expandable base material. SOLUTION: In a reinforcing tool for a hollow structure, an expandable base material 13 supported by a support member 20 in the hollows chamber of the hollow structure is expanded into foam, and the hollow structure is reinforced by the foam. An openings 22 through which the base material 13 is passed is formed in the support member 20 and expanded by the elastic deformation of the peripheral fringe part of the opening 22, and the base material 13 passed through the opening 22 is held by the support member by the restoring force of the peripheral fringe part. In this way, the shape change of the base material and the dispersion of the size of an outside diameter can be absorbed by the expansion of the opening 22.
