PURPOSE: A method for managing the resources of a base station local cell in an RNC(Radio Network Controller) in a UMTS system is provided so that a base station status report message, reported to an RNC from a base station local cell, can be reported by the UARFCN(UTRA Absolute Radio Frequency Channel Number). CONSTITUTION: An RNC receives a resource status report message related to a local cell from a base station by the UARFCN(S20). The RNC recognizes UARFCN information, the number of available sectors, and the number of implemented sectors through the resource status report message. The RNC can create cells as much as the number of implemented sectors. In this case, the local cell ID of a cell to be created is formed by the combination of a local cell group ID and a sector ID(S21). The RNC executes a cell and common channel creation procedure with the base station as much as the number of sectors implemented by the local cell ID(S22,S23).
