PROBLEM TO BE SOLVED: To provide a part showing a color tone excellent in a design property in a light place, and having a luminescent capacity in a dark place. SOLUTION: A primer layer 2 is provided by coating on a base material 1 for improving an adhesive property, and then a coating material layer 3 is applied. A luminous pigment layer 4 and a translucent film layer 5 containing a lustrous material are applied on the coating material layer 3.
