PROBLEM TO BE SOLVED: To obtain a high clarity treated water by preventing the breaking of flocculated floc in a flocculation treated liquid flowing into a settling tank from a flocculation tank to improve the settling and separation efficiency in the settling tank in a flocculation and settling device for introducing the flocculation treated liquid from the flocculation tank to a sludge blanket type settling tank and solid-liquid separating. SOLUTION: The flocculating treated liquid from the flocculating tank 11 is introduced into a center column 4 of the setting vessel 1 by an introducing member. The introducing member is composed of a horizontal pipe 21 extended from the flocculation tank 11 to the side direction and provided to be extended to a lower position than the liquid level in the setting tank 1, a vertical pipe 22 erected to a upper position than the liquid level in the settling tank 1 from the tip side of the horizontal pipe 21 and a flow-in member 23 ranging to the upper end of the vertical pipe 22 and for making the flocculation treated liquid to flow in to the center column 4 of the settling tank 1.
